Kathleen has extensive
experience in the establishment and representation of exchange-traded
investment companies, popularly known as “ETFs”. Kathleen’s
early involvement with the structure, creation and registration of SPDRs
led to her moniker “spdrwoman”, and she has advised on the
establishment of various other US ETFs, including MidCap SPDRs, DIAMONDS,
WEBS, QQQs, iShares, VIPERS, and FITRs. She has also been actively involved
with ETF projects around the world, including assisting the Stock Exchange
of Hong Kong with the structure and creation of the Hong Kong Tracker
Fund and representing the American Stock Exchange in connection with
the cross-listing of SPDRs and DIAMONDS on the Singapore Exchange. Most
recently, Kathleen represented Finans Portfoy Yonetimi A.S as licensee
of the Dow Jones Turkey Titans Index in connection with the establishment
of the Dow Jones Istanbul 20 Exchange Traded Fund She regularly advises
foreign entities and delegations from both public and private sectors
with respect to the regulation and operation of US ETFs. She also represents
a variety of market participants in connection with the creation and
development of other derivative securities, such as the streetTRACKS
GOLD TRUST.
Kathleen is a graduate
of Smith College (A.B.) and University of Notre Dame Law School (J.D.)
She was admitted to the New York Bar in 1981 and is a member of a number
of professional organizations, including:
The American Bar Association—(Business Law Section-Committee on
Law Firms; Developments in Investment Services Committee; Federal Regulation
of Securities Subcommittee on Investment Companies and Investment Advisors;
Regulation of Futures and Derivative Instruments Committee); The International
Bar Association--(Section on Business Law-Investment Companies and Mutual
Funds Committee); and The Women’s Investment Management Forum.
Kathleen is a frequent
lecturer on the topic of ETFs and is the author of several articles,
including: “Exchange Traded Funds are Proliferating in U.S. Markets,
and Further Adaptation to U.S. and International Markets Seems Certain”,
Journal of Taxation of Financial Institutions, July/August 2001 Vol.
14/ No. 6; and “Developments in Exchange Traded Funds”,
The Review of Securities and Commodities Regulation, Vol. 36, No.1.,
January 29, 2003. She received an honorable mention for her contribution
to the Exchange Traded Funds sector at the Third Annual Forum on Close-End
Fund and ETF IR.

of the editorial board of Journal of Indexes.
